Salon License in the UAE — The 2026 Playbook
A salon license in the UAE sounds like one document. It isn't. It's a trade license from the Department of Economic Development (DED) plus external approvals from Municipality, Civil Defence, and sometimes Dubai Health Authority (DHA) — all tied together with your tenancy contract and establishment card.
Here's exactly what you need, in the order you need it.
What type of license do you actually need?

Pick the right one. A re-file costs another AED 5–10k and 2–4 weeks.
Mainland vs free zone — a 30-second decision
Mainland — can serve any UAE customer, can have multiple branches, full 100% foreign ownership since 2021. Go here.
Free zone — only serves other free-zone entities. Useful only for online beauty brands, product distributors, or academies with no walk-in service.
The 6-step DED process
- Trade name reservation — reserve your brand name (AED 700, 1 day)
- Initial approval — DED confirms activity + trade name are acceptable (AED 200, 2 days)
- Tenancy contract + Ejari — you sign your lease and register it with Ejari
- External approvals — Dubai Municipality salon inspection, Civil Defence fire/evacuation approval, DHA permit if offering massage / facial
- License issuance — DED issues your trade license (AED 10–20k depending on activity)
- Establishment card + labour file — required to hire staff and process visas
Realistic timeline from name reservation to license in hand: 4–8 weeks. The longest delay is usually the Municipality salon inspection — they check ventilation, plumbing, sink counts, and chemical storage.
What about Tadbeer?
Tadbeer is the government-regulated domestic worker sponsorship system. It applies to you if:
- You're hiring domestic workers (e.g. a caregiver, housemaid, driver)
- You want to sponsor beauty staff under a domestic / semi-domestic visa
Most salon staff are NOT Tadbeer — they're sponsored under MOHRE through your salon's establishment card. Tadbeer comes into play if you're offering at-home services or running a caregiver business.

External approvals in detail
Dubai Municipality — inspects the salon before license issues. They check:
- Ventilation (fresh-air intake rate)
- Separate male / female sections if applicable
- Sterilisation area with autoclave
- Chemical storage separation
- Staff WC, client WC, cleaning store
Civil Defence — fire safety:
- Smoke detectors, sprinklers if building requires
- Emergency exit sign lighting
- Fire extinguishers of correct class
DHA (Dubai Health Authority) — required only if offering:
- Medical-adjacent services (Botox, fillers, laser — different category altogether, actually medi-spa license)
- Facials with skin-needling, peels, or chemical procedures
- Massage therapy
Regular manicure, pedicure, threading, waxing, hair treatments, and blow-dry do NOT need DHA.
Renewal — plan ahead
Trade license is renewed annually. Allow 2–3 weeks before expiry. Fines kick in at AED 250/day late.
What if you want to operate in Abu Dhabi or Sharjah?
Each emirate has its own DED equivalent:
- Abu Dhabi — ADDED
- Sharjah — SEDD
- Ajman — AFZA for free-zone, Ajman DED for mainland
The process and costs are similar but timelines vary — Sharjah is often the fastest (3–5 weeks), Abu Dhabi the most rigorous.
